The board recommended, and the council approved, Edgewater Resources for construction administration in the amount of $126,976 plus reimbursable expenses of $11,222, and awarded a construction contract to Vinton Construction of Rivers, Wis., for $1,266,181.80 using 2025 capital improvement project funds.
Vice Chairman Alderman Lundrum presented the Board of Public Works recommendation and said minutes and documents are on the city website. Director Keating told the council the contractor is expected to begin work this fall and that "They have to be out of the water February 20 eighth of 20 26," according to the meeting record. Council members asked about schedule constraints and penalties; Keating said the contract for this project does not include a liquidated-damages clause for missing the in-water completion date.
The council approved Edgewater Resources' construction-administration agreement on a 9–0 vote. The Board's bid award for the construction contract likewise passed by voice and roll-call votes reported as unanimous; the clerk recorded the construction contract motion as carrying 9–0.
Officials said final project timing is influenced by seasonal in-water work restrictions and contractor scheduling; staff indicated additional project details and the construction schedule will be available from the city's project manager and the Public Works Department.
