Staff said the agreements cover two public‑works male work details (two details totalling up to 10 offenders each under one correctional officer per detail) and one women’s parks maintenance detail (up to 10 offenders under one correctional officer). The public‑works pair has a not‑to‑exceed cost of $108,500 for the contract year and the parks detail a not‑to‑exceed cost of $54,249.80; services will be billed monthly for actual workdays at a daily rate reported in the packet ($282.55 per day).
Funding for the contracts was included in the 2025 county budget, staff said. The board voted to authorize the county administrator to execute the agreements. During public comment, a local law‑enforcement‑experienced resident raised concerns about the supervisory ratio and availability of backup; commissioners acknowledged the concern and staff noted this is a longstanding state program used by local governments.
Staff said the county has used state work‑detail arrangements previously and that the agreement requires transportation and supervision per the state contract. The contracts will be administered by the county departments using the work details for maintenance duties.
