The board also authorized two 5‑year, 5,000‑hour leases with Cat for two hydraulic excavators; staff recommended the leases and noted the lowest quote and proven vendor performance. The motion recorded lease payment figures and a purchase option price in the meeting packet.
For fire apparatus, commissioners authorized a 10‑year lease‑purchase agreement with Magnolia Bank for two custom pumper trucks ordered two years prior. The contract amount reported in the meeting packet was approximately $697,750 (10‑year payments), to be paid from SPLOST (special local option sales tax) public‑works capital funds.
Separately, the board awarded a contract to IP Access International LLC for technology refurbishment of the county’s Blackhawk mobile command vehicle. The county had a grant from the Georgia Emergency Management and Homeland Security Agency for $160,555; staff recommended awarding $136,266 to IP Access International to perform the work, which is expected to be done on site with the vehicle remaining in service for portions of the work.
County staff said the equipment leases and purchases are for routine capital replacement and to maintain public works and public safety operations. Commissioners approved the authorizations on voice votes.
