“The estimated tax is just a partial estimation since it only uses the maintenance and operation portion of it,” Bliss said, describing why the notice’s “estimated tax” figure can be misleading. He added the notice does not include a total-tax line and does not show special assessments. “For the county, ... there’s no sanitation fee and ... for the city, there’s no sanitation nor stormwater,” Bliss said, noting those special assessments can be a substantial part of a final tax bill for taxpayers with many exemptions.
A board member expanded on the concern, saying their own copy showed the notice’s estimated-tax figure was about $590 less than their 2024 tax bill and that taxpayers could see the smaller number and assume taxes are falling. The board member warned that if taxpayers wait for the actual tax bill, they might miss the appeal window. Bliss said staff named Sabbath has been handling inbound calls and helping explain the new form to taxpayers.
Bliss said he expects the changes to the form may lead to fewer appeals but that the office will monitor calls and appeals as the period continues. No formal board action or change to the notice format was recorded during the meeting. The chief appraiser invited taxpayers with questions to contact the appraisal office before the July 21 deadline.
