Whiteland leaders agree to start Invigorate HR work on onboarding, handbook and evaluations

Director of Administration presented Invigorate's assessment and recommended a hybrid approach: internal improvements plus outside consulting for policy drafting and employee-facing services. She said the town needs a consistent onboarding and offboarding process and clearer benefits communications. "We have to be more straightforward. When somebody starts on their day, we sit down and we give them the full package," she said.
Council discussion covered whether an HR function should report to the clerk/treasurer or directly to the council and whether an eventual full-time HR staffer would be needed. Several council members emphasized that employee grievance and appeal procedures should allow staff to bring sensitive matters to the council without routing them only through immediate supervisors, noting conflicts of interest where family members work together.
The council agreed to proceed initially with three Invigorate deliverables: employee handbook revision, onboarding process work, and a performance-evaluation template. The proposal presented was a project-cost bid (not an annual subscription) that included a separate hourly rate for employee-facing services. Staff said the handbook and onboarding work could be completed before year-end if the council authorized the scope and budget.
No formal vote record was recorded as a resolution; council members gave consensus direction to pursue the three initial sections and to return with contract specifics and legal review.
