The Yelm City Council on Tuesday approved Ordinance No. 1132, a biennial budget amendment that sets final 2025 beginning fund balances now that the city has closed its 2024 books.
Finance staff told the council the amendment adjusts several funds to reflect actual 2024 results, moves police vehicle-related operating expenses from the general fund to the equipment rental fund (about $9,000) so vehicle costs are accounted for in one place, and adds a previously reviewed $10,000 economic development council expenditure and some membership fees to the general fund. The packet also shows pass-through developer payments and matching revenues for related items, resulting in a net zero effect to the general fund for those entries.
The amendment carries forward a $400,000 Climate Pledge grant from the prior year that was not expended in 2024, staff said. The ordinance was reviewed by the finance committee and city attorney prior to the council vote.
Council member Richardson moved to approve Ordinance No. 1132; the motion carried by voice vote. Staff indicated they had reviewed the changes with the finance committee and the city attorney but did not present additional reporting requirements or contingencies during the council meeting.
