The Putnam County Planning Commission on June 11 recommended denial of REZ25-000006, a request to rezone a 0.23-acre parcel at 201 Mockingbird Road in Satsuma from Residential-1 to Residential-2 to allow placement of a single-family mobile home.
Ethan Thompson, Planner I with Planning and Development Services, presented the staff report and said the parcel is in a rural residential future land use designation and sits in FEMA Flood Zone X. Thompson said the applicant purchased the lot believing mobile homes were permitted; staff recommended approval because the rezoning would be consistent with surrounding R-2 zoning to the north, east and west and with the county comprehensive plan.
A neighbor letter delivered to staff opposed the rezoning, saying owners felt their property values would decline if the rezoning passed. James John Nelson Jr. submitted the written opposition.
During the public meeting commissioners discussed the surrounding lot pattern and noted that two nearby R-2 parcels contain site-built homes, not mobile homes. Commissioners described the request as a form of spot zoning: changing the zoning of a single lot in a way that could set a precedent for additional parcel-level rezonings. “By allowing a mobile home to come in on that same block of homes where the initial zoning is R-1, we’re doing what’s called spot zoning,” a commissioner said during discussion.
Commissioner Hancock moved that the commission recommend denial of REZ25-000006 on the grounds that the rezoning was not consistent with the goals, objectives and policies of the comprehensive plan; the motion passed unanimously. The planning commission’s recommendation will go to the Putnam County Board of County Commissioners, which makes the final decision.
