At an agenda review before the Board of Directors of the City of Hot Springs, city staff presented requests to purchase a day‑cab tractor and three transfer trailers for the Solid Waste Department, saying both buys come in under the 2025 solid waste budget.
Lance Spasser, a city staff member, told the board, “This item is requesting, purchase approval for a day cab tractor from Tri State Truck Centers,” and said the unit is a Mac day‑cab to transport garbage from the transfer station to the landfill. He gave the price as $156,009.62 and 11¢ and said the tractor will replace a 2017 Freightliner that has “just under 10,000 hours.”
Spasser also presented a single bid received for three aluminum transfer trailers from Specter Manufacturing Inc., based in St. Clair, Pennsylvania. He said the per‑unit price is $127,009.07 for a total of $383,007.21 and noted the 2023 purchase from the same company was about $7,300 higher. The city prosecutor/purchasing staff confirmed that the trailer procurement was duly advertised and that only one bid was received.
Board members asked technical and operational questions. Director Garcia asked whether equipment purchases included additional accessories; Spasser said the trailers are “ready to go” and must meet specific dimensions to fit the transfer‑station compactors. When asked about replacement cycles, Spasser said trailers typically reach replacement consideration at about eight to ten years. The board also discussed daily hauling volumes; staff said the fleet averages about eight trailer loads per day to the disposal site in Boxite, with individual trailer loads “right around 80,000 pounds.”
City staff identified the purchases as cooperative procurements through Sourcewell and said the Mack truck would be purchased from Tri State Truck Centers of North Little Rock. Spasser told directors the tractor price was about $36,000 less than the budgeted amount for the year.
The items were presented at the agenda meeting for formal consideration at the board’s Tuesday business meeting.
