The Worcester Planning Board on July 9 approved a definitive site plan for a proposed 122-room extended-stay hotel at 277 Providence Street, subject to several staff-recommended conditions and applicant-requested modifications.
The applicant sought waivers and flexibility on architectural details, landscaping and several Transportation, Traffic & Mobility (DTM) conditions. Attorney Steven Madaus of Meierich, representing ParkSilver and applicant ParkSilver affiliate, asked the board to relax a few conditions he described as difficult to meet because of space and easement constraints. "We're not certain we can achieve that in light of the space constraints," Madaus told the board when discussing a Millbury Street elevation condition, and asked the board to limit the requirement to the site entrance.
Why it matters: The project sits on a heavily traveled stretch of Providence Street near the I‑146 interchange and abuts a bank and other commercial uses. Board members and staff said they wanted to preserve pedestrian connections and reduce vehicle conflicts while allowing the hotel to move forward.

Planning staff and the applicant settled edits to conditions requiring an improved Millbury Street entrance treatment, stormwater and landscaping commitments, and a roof requirement specifying a white or reflective surface or a roof loaded for solar. The board also moved two DTM conditions (related to traffic monitoring and crash-data follow-up) from pre-decision to prior-to-occupancy timing to allow the project to proceed while the city obtains police crash reports and DTM coordinates with the applicant and MassDOT.
Traffic and pedestrian access: Traffic consultant William Scully (Kimberly Horn) summarized the board‑requested analysis and said the hotel’s forecasted traffic would add a small amount of volume — roughly "one car every two minutes or so" entering or exiting during peak hours — and would not materially degrade signal operations at nearby intersections the study evaluated. Scully and planning staff recommended pedestrian improvements on the shared driveway connecting Providence Street, the VFW lot and the bank parking area. The applicant agreed to explore a sidewalk and agreed to coordinate with MassDOT, the city and the Regional Transit Authority on bus-stop placement and any required work permits.
Parking, EV charging and energy: The board removed a proposed condition that would have mandated 10% of parking spaces be EV‑operational and instead accepted the applicant’s commitment to provide two dual‑head EV chargers operational at occupancy. The board also accepted a requirement that the roof be white or reflective or be loaded for solar.
Remaining conditions and next steps: The approval includes multiple standard conditions: completion of stormwater and infiltration testing, final landscaping and tree protection details, and confirmation of utility and loading requirements. The applicant received the waivers it sought for specific site plan items and must return with any required building permits and final details. City staff will continue coordinating DTM items that were deferred to prior-to-occupancy.
