Lee County committee discusses creating veterans assistance commission, potential restricted levy

Lee County finance committee members discussed recent state mandates and a statutory option to create a separate veterans assistance commission that could levy a restricted tax to fund veterans services. The discussion was informational; committee members did not take formal action.

Paul raised the item, telling the committee he had researched new mandates from Springfield and recalled earlier briefings that indicated the county might need a full-time veterans assistance position. "There's some language in the statute that says if we developed a commission, we could do a levy," he said. He added the levy would be "a very small it's point 03% of our EAV, and that would be a restricted levy for veterans."

Paul said he was seeking clarity on whether the county could move veterans assistance out of the county general fund to a separate commission and levy specifically for veterans services. Committee members and staff discussed options including appointing a separate veterans commission and whether the county could share a full-time position with another county to reduce costs; Reid indicated additional research was needed and that the county would monitor guidance coming from the Illinois Treasurer's Association and other state sources.

Committee members emphasized that the discussion was preliminary and that no formal decision or vote would be taken at the meeting. Members asked staff to continue researching statutory requirements, clarify the scope and mechanics of establishing a commission and levy, and report back during future budget discussions if a formal action is required.
