Planning Commission recommends 2025 annual Redmond zoning code cleanup to City Council

The Redmond Planning Commission held a public hearing on the 2025 annual zoning code cleanup on June 11, 2025, closed public testimony with no speakers and recommended the cleanup package to City Council.

Jeff Churchill, planning staff, summarized the package as a set of primarily minor amendments — corrections to typographical errors, wrong references and clarifications that have resulted from administrative interpretations since the code’s last update. He noted that three items in a revenue zoning-code appendix can be adjusted by the technical committee and that only the three substantive items at the top of the package were before the commission for a recommendation. Staff said the code package had been reviewed in a prior meeting and that a City Council committee review was preliminarily scheduled for Aug. 4, 2025.

The commission asked one clarification question that arose from an issues matrix: the definition and plan‑drawing requirements for floodplain and floodway designations. Churchill reported that staff and the public‑works experts had suggested refinements to appendix language to clarify that site plans in flood‑prone areas must show FEMA floodplain and FEMA floodway boundaries and that a 0‑rise floodway is a separate technical designation; he said staff would return the refined wording to the technical committee. Chair Weston then called for a motion to recommend the 2025 annual cleanup package; a motion was made and commissioners voted in favor. The commission’s recommendation forwards the cleanup package to City Council for review.

The action at the meeting was a recommendation; no final code changes were adopted at the commission meeting. Staff said the next step is likely a recommendation or report approval at the commission’s subsequent meeting and that the council review is scheduled in August.
