Commission approves clarification to Juneteenth celebration agreement with Band of Brothers

The Richmond County commission on Monday added an amendment to an existing agreement with the Band of Brothers to clarify funding and event-hosting terms for the city’s Juneteenth celebration.
The amendment, introduced by Attorney Turner Plunkett and identified on the meeting addendum, clarifies that the agreement will be funded by annual appropriations (with the city notifying the organizer by Jan. 15 if funding will continue) and that the city can host its own Juneteenth events while recognizing the Band of Brothers event as the official celebration. Plunkett said the revision was “basically cleaning up the documents so that everybody's on the same page.”
Commissioner Alvin Mason asked whether the group would still be required to provide receipts and expenditure reports; Plunkett confirmed the reporting and receipt requirements remain unchanged. Commissioner Jordan Johnson moved to approve the addendum; the motion carried unanimously with Commissioners Clark and Garrett absent from the vote.
The addendum also specifies a process for unspent funds to be returned to the city if the agreement ends “for convenience.” Commissioners said they view the changes as clarifying rather than materially altering the agreement’s terms.
City staff said they had circulated a redlined version of the agreement and met with the Band of Brothers and their counsel before bringing the item forward.
