Council refers four land-use requests to Plan Commission; public hearing set for June 24

At the City Council meeting on 2025-06-16, the council referred multiple land-use requests to the Quincy Plan Commission for public hearings and formal record-making.
Jason Parrott, director of planning and development, told the council that referral to the Plan Commission triggers the public hearing and creates the official record that will be presented back to the council: "What really what you're doing tonight is simply referring this to a public hearing... That is the public hearing... Those minutes of that meeting become the official record of that special permit, and that is what is presented to you," Parrott said.
The matters referred from the consent agenda include:
- A request from Leonard Miller for a special permit/plan development to allow 906 Lynn Street to operate as a counseling center with supervised visitation (zoned R-1C). - A request from Hope House of Quincy for a special permit/plan development to allow 2122 Jefferson Street to operate as a maternity house for pregnant mothers at risk of homelessness (zoned R-1C). - A request from Dan Lisonbee for a special permit/plan development to construct a building at 10100 North 20 Fourth Street to store personal vehicles (zoned C-1B). - An ordinance/special-use permit for a planned development at 1400 Sycamore to allow operation of a small-engine repair shop in an accessory garage (zoning and special-use language appeared in the ordinance reading).
Parrott said anyone may attend and speak at the Plan Commission meeting; sign-up is not required there as it is for council. He noted the Plan Commission meets the fourth Tuesday of each month and said the hearing on these referrals is scheduled for June 24 at 7:00 p.m. at City Hall: "It is that meeting that the official record is established... That meeting is going to be on June 24 at 07:00 here at City Hall."
Council members did not vote on merits at the meeting; referral to the Plan Commission advances each item to the public-hearing phase, after which the commission's recommendation and record will be presented to the council for final action.
