She described plans to deploy mobile emergency housing units during winters because of a shortage of emergency shelter in River Falls and nearby areas, and said she wanted to speak directly with the chief of police about deployment plans to avoid conflicts.
Linscott said the community’s housing studies identified a shortfall of several hundred subsidized low‑income units and that only five units have been built since the studies were completed. She told the council she has been unable to present a longer proposal to the governing body and asked the council to direct the city administrator to schedule a 15‑minute presentation so she could explain a proposed solution and answer questions.
