Oregon Senate advances multiple bills on public safety, higher education and victims’ services; HECC omnibus fails

The Oregon Senate on its floor this morning debated and decided several measures touching higher education, Department of Human Services reporting, victims’ restitution and telemedicine, while a key Higher Education Coordinating Commission omnibus bill failed to get the votes needed for passage.

Senator Kathleen Solman, carrying the Higher Education Coordinating Commission (HEC) omnibus, told colleagues the measure "comes to us from the Higher Education Coordinating Commission" and described it as an "omnibus measure making several changes to the management of programs and services HEC is already authorized or required to administer." She urged an "aye vote," but the measure did not receive a constitutional majority and was declared failed on final passage.

Why it matters: the HEC omnibus would have updated transfer-council procedures, procurement authority, and the Oregon Teacher Scholars program’s structure following recent federal court guidance. Supporters framed it as technical and compliance-oriented; opponents and some senators signaled a need for further review before final passage.
