County staff read three bids on the record that they were able to open: Blacktop Service Company (Humboldt) — $113,088.61; Prairie Road Builders, Inc. (Hamilton) — $115,187.72; Stayville Construction Company (Harlan) — $128,177.22. Staff also noted a bid from Farner Asphalt Sealers (amount later read in the meeting as $139,977.51) and reported trouble opening an electronic submission believed to be from Farner because the county’s vendor verification tools would not unlock the bid.
Engineering staff said the digital ID process requires vendors to install and verify an ID on a specific machine; the county could not open one bid during the meeting and planned to contact the bidding vendor to unlock or resubmit the secured file. Staff emphasized that bids already submitted are locked and cannot be changed by bidders after the deadline.
The board moved to receive and place the bids on file to allow time for review and authorized staff to follow up with the online‑bidding vendor; the motion carried. The county engineer recommended bringing the item back on the agenda next week after attempts to open any remaining sealed electronic bids.
