Board hears federal Title funding update; private school requests for equitable services noted

District staff told the board they are reviewing federal Title I–V applications and said one private school outside the county has requested equitable services tied to students who live in Mecklenburg County.
Doctor Lacks (instructional staff) reviewed the federal applications and asked the board to review them this month for a vote next month. He said Title I funds support four elementary schools that qualify based on low‑income percentages and noted the federal requirement to offer equitable services to private schools that serve resident students.
“CH Friend School, which is located in Halifax County, has reached out and has stated that they would like to participate in equitable services,” Lacks said. He said the district has students who live in Mecklenburg County but attend CH Friend, which makes that private school eligible for a proportional share of services under Title I guidance. Lacks said he had met with the private school’s headmistress and would develop a plan for the equitable services and to determine the proportional share.
Lacks summarized other titles: Title II supports teacher recruitment, retention and professional development and that Doctor Carraway has worked extensively on the Title II application; Title III supports the district’s English learners — he said the district currently has 106 EL students, the highest number the division has seen and that the number is projected to rise; and Title IV funds are proposed to be transferred to Title V to gain flexibility for rural‑division needs and to support middle and high school programs.
When asked about potential federal cuts, Lacks said proposed federal budgets show possible reductions but that the district will not know final federal funding levels until congressional action is complete; he said staff are planning contingencies if federal funds are reduced.
