Henry County board approves $1.35 million transfer to maintenance, awards gym AC and lighting contracts

Henry County Public Schools staff recommended and the school board approved a categorical transfer of $1,350,000 into the maintenance category to fund capital projects including air-conditioning the gym at Axton Elementary School and multiple lighting upgrades across the division.
"Transfer from the instruction category and a transfer from the administration, attendance, and health category to the maintenance category of $1,350,000 is being requested," a staff presenter told the board, adding that the request would move $1,200,000 from instruction and $150,000 from administration, attendance and health.
Board members moved and the board voted to approve the categorical transfer. The motion passed by unanimous voice/hand vote; board members who were named on the recorded roll call included Miss Whitlow and Mister Ocker.
Staff then recommended and the board approved two contracts funded through that transfer. Facilities staff said Axton Elementary is the division's only school whose gym lacked air conditioning and presented a TIPs contract proposal for installation from Havtech on TIPs contract number 25010401 in the amount of $505,000. "It is recommended that the contract be awarded to Havtech from Royal Oak, Virginia in the amount of $505,000," the facilities presenter said. A motion to award the contract passed by unanimous vote.
Staff also proposed lighting upgrades intended to improve safety and reduce energy costs. Triangle Electric of Ridgeway, Virginia, which holds an existing contract with the division, submitted a proposal for $850,000 to replace parking-lot poles and fixtures at the four secondary schools, update outdoor lighting at Axton, Campbell Court, Mount Olivet and Rich Acres, and convert some classroom fixtures to LED at Rich Acres, Stanetown and Mount Olivet. The board approved awarding that contract to Triangle Electric by unanimous vote.
Board discussion included confirmations that the transfer moves funds from instruction because maintenance lacked a sufficient budget and that the lighting selection followed facility assessments and recent renovation sequencing. No amendments to the recommended projects were proposed at the meeting.
