The Swanzey Selectboard reviewed a draft town-hall visitor-access policy that would require scheduled appointments for external visitors except for attendance at public meetings and would restrict access to employee-only offices and records storage.
A staff member reading the draft told the board the policy’s purpose is to “protect the safety and security of town employees, property and information while maintaining transparency and accessibility.” Selectboard members and staff discussed adding explicit language about protecting employee productivity and preventing unscheduled interruptions.
Under the draft, secure areas would include employee-only offices, records and storage areas, IT/server rooms and internal meeting rooms that contain sensitive material. The draft language says guests may only enter secure areas when authorized and must be accompanied while in those areas. One selectboard member noted the proposal should not be used to turn away members of the public and emphasized the need to retain service and make reasonable accommodations for walk-ins.
Board members and staff discussed operational details: reception staff would check with the employee named before sending a visitor to a secured office; supervisors should accompany unfamiliar guests into secure areas; and the town could add signage and consider a guest computer or supervised public access to online records. Staff suggested phasing the changes in and training employees rather than enforcing them immediately.
