Tumwater committee moves ADU stock-plan update and interlocal agreement to June 17 consent calendar

The Tumwater General Government Committee voted June 11 to place two related items on the June 17 city council consent calendar: a service-provider agreement with the Artisan Group to update the city’s accessory dwelling unit (ADU) stock plans and an interlocal agreement with neighboring jurisdictions to manage the updated plans.
The committee’s action was procedural: members approved placing the items on the consent calendar with a recommendation that the council approve and authorize the mayor to sign the agreements. Staff said the updates would reflect the new 1,000-square-foot ADU standard and changes to energy-code requirements and could add additional design options to the four existing plan sets.
“The request for the General Government Committee is that you place both this agreement on the June 17 city council consent calendar for approval,” said staff member Brad, who briefed the committee. Brad said Tumwater will take the lead in managing the contract on behalf of the participating jurisdictions.
Committee members discussed whether the stock plans could accommodate different local code requirements among the partner cities. Brad said the plans are intended to be a common denominator and that plans will be preapproved by building and planning officials so only the site placement would require additional review.
Council member Kathy moved to place the Artisan Group service agreement on the June 17 consent calendar with a recommendation to approve and authorize the mayor to sign; the motion was seconded by Council member Doth and passed unanimously. The committee then moved and unanimously approved placing the interlocal agreement with neighboring jurisdictions on the same consent calendar with the same recommendation.
If the council approves the consent-calendar items on June 17, Artisan Group would update the city’s stock ADU plans to meet the stated size and code changes and the city would coordinate the contract under the interlocal agreement. The committee did not adopt any final contractual terms at the meeting; it only directed staff to place the items on the council consent calendar for final council action.
The service agreement and interlocal agreement will return to the full council on the consent calendar; the committee did not schedule separate hearings or amendments during the June 11 session.
