The Emporia Board of Education voted to allow retiring and resigning staff to maintain district health, dental and vision benefits after separation, if the district’s legal counsel confirms the change can be added to board policy rather than to the negotiated agreement.
Assistant Superintendent Pam Stranathans told the board the district currently offers retirees the option to continue health and dental insurance but does not automatically offer vision. She said adding vision to the retiree continuation package and extending the option to other departing staff would add younger participants to the insurance pool and give former employees an option to remain on district plans at full cost. Stranathans explained that COBRA remains an option; continuing coverage through district plans would require the former employee to pay full premiums.
Board members discussed whether the change should be incorporated into the negotiated agreement (IBB) — which could make it harder to reverse later — or into a stand‑alone board policy. One board member suggested approving the change to move forward for July 1 implementation while asking the district attorney whether it can be done by policy. The board voted 7‑0 to approve the change contingent on legal counsel’s confirmation that it can be added to policy; administration said it would contact affected employees if counsel approves and return with policy language and legal guidance.
The motion recorded in the minutes states approval is “contingent upon approval from district legal counsel to add this to district policy.” If legal counsel determines it must be placed into the negotiated agreement, the board said it would reconvene or bring the item back for further action.
