Dalhart approves IT license sharing with ISD and agrees to host IDEMIA identity services

The Dalhart City Council on June 9 approved two service agreements: an amendment to the Computer Information Systems contract to add two licenses for Dalhart Independent School District and a services agreement to host IDEMIA (Identity and Security USA) fingerprinting and passport services at city facilities.
City staff described the CIS amendment as an alternative to the district buying a separate system. Under the agreement presented, Dalhart ISD would pay $7,200 up front for two licenses and $1,000 per year for each of the following five years. The arrangement would place the school district on the same system used by the city and surrounding agencies, the city said. Council approved the amendment by voice vote.
On the IDEMIA item, staff said the state contractor will install equipment at city facilities at no cost to the city and the city will act as a host/service agent, scheduling appointments and collecting any fees that IDEMIA charges directly for services. City staff named three employees who had completed the required approval steps to serve as agents. The city will not receive additional compensation beyond fee collection, staff said, and staff described the arrangement as a convenience for residents who otherwise must travel to Dumas or Amarillo for fingerprinting and passport services. The council approved the IDEMIA services agreement by voice vote.
Both approvals were recorded as motions with affirmative voice votes and no recorded oppositions. The council did not report additional financial commitments beyond the amounts described for the CIS license amendment.
