Dalhart council schedules hearing and adopts final reading for manufactured‑home special permits

The Dalhart City Council on June 9 scheduled a public hearing for 6 p.m. on July 14 and introduced ordinance 2025‑05 to authorize a special use permit allowing a manufactured home at Lots 9 and 10, Block 59, Blair Division (819 Channing Street). Council members also completed the final reading and adopted ordinance 2025‑04 permitting a manufactured home at the south 10 feet of Lot 4 and all of Lots 5 and 6, Block 1, Dixon Subdivision (112 Margaret Avenue).

City planning staff told the council the applicant for 819 Channing revised the preliminary plan because the original front‑setback did not meet requirements; the applicant reoriented the home to use Channing as the fronting street and corrected street labeling on the plan. Staff said the new preliminary plan met setback and street‑naming requirements and that the July 14 hearing date was required to allow notice publication.

On the 112 Margaret Avenue site, staff said the request had been approved by the planning and zoning commission and that the home to be placed there is a new manufactured home. The council opened and closed the public hearing and then voted to adopt the final reading of ordinance 2025‑04; the meeting record shows council votes in favor and no oppositions recorded.

The council did not change permit conditions on the record during the meeting. No variances beyond the special‑use permit requests were recorded. The scheduled July 14 public hearing will provide an opportunity for public comment on the Channing Street permit before the council takes a final vote on ordinance 2025‑05.
