The county sought authorization to apply for an FTA grant to fund capital costs of contracting with Short Line Transit LLC, including a 10% program administration allowance. The total federal amount cited in the presentation was $12,194,296; the New York State matching amount shown was $1,524,287; the non‑cash local match of $1,385,716 would be provided through transit expenses incurred by the operator; and the $138,572 county share would be provided in‑kind by county workforce (legislative request 164). Planning staff described this structure as minimizing the county's cash contribution.
Separately, the committee approved assuming lead agency status under SEQRA and issuing a negative declaration for a related request to purchase 10 cutaway buses (legislative request 163). The presentation listed a total federal grant amount of $1,454,451 (federal portion $1,163,561; New York State portion $145,445) and a required local match of $245,445, of which $43,633.50 would be provided by the operator and $101,811.50 would be required from the county.
The committee also approved SEQRA lead agency and a negative declaration for purchase of nine replacement and three new fixed‑route vehicles supporting county transit (legislative request 156). Staff reported a reallocation of $7,200,000 in grant funds from operating assistance to capital to purchase the 9 replacements and 3 new vehicles; the reallocated funds make the project 100% federally funded and require no county match.
Planning staff emphasized the county's minimal cash exposure because most costs are federal, state or provided in‑kind by the operator. Committee members voted in favor of the grant applications, SEQRA negative declarations and the reallocation resolution. Staff said the procurements support ongoing fixed‑route and paratransit operations and allow the county to replace aging fleet vehicles.
