The Ulster County Health, Human Services & Human Rights Committee on June 5 approved two contracts, each for $151,660.83, with Family of Woodstock Inc. to operate transitional independent living programs for runaway and at-risk youth.
Committee members were told the program provides supportive residential services for 16- to 21-year-olds in two houses: one in Kingston and one in Ellenville. County staff said the programs are long-term residential and nonresidential transitional living services; each site is a house where residents have rooms and staff provide support.
Deputy county staff explained the contracts cover a program term that had already begun (the county distributed funds as state reimbursement flows), and the funding split is 60% state and 40% county. Committee members asked whether the contracts covered separate facilities; staff confirmed one contract is for the Kingston location and the other for the Ellenville location, and that the identical dollar amounts reflected state funding formulas.
The committee voted to adopt both resolutions authorizing the contracts.
Legislators discussed geographic coverage and noted the Ellenville site serves southern Ulster County. County staff said funding is processed as state reimbursement arrives, which is why contracts were being executed after the program term started.
