The Warren County Personnel Administration & Higher Education Committee approved a revised timekeeping policy and a countywide unmanned aircraft system (UAS) use policy intended to standardize practices across departments.
The committee voted to adopt a timekeeping approval policy prepared by the county Risk & Safety Committee with a single wording amendment: the phrase “in a management role” was removed from the definition of those authorized to approve timekeeping to allow non‑managerial designees to be approved in writing.
County attorney staff summarized the UAS policy as a uniform countywide rule that will apply to county employees and to vendors contracted to operate unmanned aircraft systems for county business. The UAS policy incorporates as an attachment the Office of Emergency Services' previously approved UAS policy and includes a placeholder for a future policy on related matters. During discussion, committee members noted federal reporting requirements for certain drone crashes and that Part 107 FAA certification would be required for county operators or contracted pilots who fly drones on behalf of the county.
Action: The committee approved both policies by voice vote.
What changed: The county now has written, countywide policies covering (1) timekeeping transaction approvals, with a clarified definition of authorized approvers, and (2) unmanned aircraft system use and contracting standards, including FAA Part 107 expectations for operators. The policies will be implemented through written designations of approvers and standard contract language for vendors.
