Members of the Warren County Legislative Rules and Governmental Operations Committee discussed whether to develop a policy allowing an alternate site for nonviolent, non-hate speech at county facilities, but the committee did not adopt or direct a finalized draft during the May 30 meeting.
Supervisor Stroud introduced the item, asking whether the county “want[s] to discuss a policy that will allow room for the development of an alternate site” for protected, nonviolent speech. Committee members debated whether to put the issue on the agenda for the next meeting so staff could produce a draft policy for consideration.
One committee member said they “concur with Supervisor Turner” that the group should avoid inventing policy on the fly and that staff and committee members should work together on a draft. Another committee member said a policy “needs to be developed before you get the pledge in my mind,” indicating a preference for a staff-prepared draft to inform committee action.
At the close of discussion there was no recorded formal vote to direct staff to produce a draft policy, and the item was discussed as a potential future agenda topic rather than as an enacted policy. The committee’s conversation on the subject will remain in the committee record pending any formal motion, staff work product, or future agenda placement.
