Northampton commission adopts decarbonization master plan as implementation guidance, urges action to meet 2030 goals

The Northampton Energy and Sustainability Commission voted unanimously June 10 to adopt a decarbonization master plan for municipal buildings as a guidance document while maintaining the city’s stated 2030 carbon goals.
Commissioners said the plan provides a high-level sequencing of building interventions — weatherization, ventilation upgrades, heat pumps, domestic hot water and cooking electrification — and will be used to support grant applications, including the Climate Leaders designation from the Massachusetts Department of Energy Resources (MassDOER).
Ben Weil and staff described the report as a prioritized list of municipal properties that, if addressed, would reduce emissions most. Weil cautioned that technologies will change over time and called the document a “high level set of moves.” Carolyn Mich proposed language to clarify the vote: adopt the report as a path forward toward municipal carbon neutrality while not changing the city’s 2030 goal; commissioners agreed and the motion carried. Marissa Elkins moved to adopt the report; Rachel Flynn Kasuba seconded. A roll call produced unanimous support.
Commissioners debated gaps and follow-up actions. Eric Winkler and others said the report did not sufficiently address demand response and timing of electricity generation; Winkler urged exploring active load-control measures to reduce emissions during winter peaks when the region’s power system can dispatch oil-fired units. Staff noted the city has already enrolled its larger accounts (G3 accounts) in demand response programs and is working with a provider, CPower, to implement building management system (BMS) controls and an “easy button” to enter shed mode.
Members discussed on-site solar and storage. Staff displayed plan estimates that rooftop photovoltaic (PV) potential could supply roughly 41% of municipal electric consumption across evaluated buildings. Commissioners raised a separate proposal — championed by Carolyn Mich — for a resilient PV-plus-battery installation at Smith Voc (facility name as discussed) that would back up critical facilities for approximately 72 hours and could discharge to the grid during peak demand.
Several commissioners said the plan indicates the city is unlikely to meet the municipal 2030 target under current assumptions and that the plan’s value is to identify investments and support larger grant requests. Commissioners agreed the commission’s approval should not itself change the city’s 2030 goal but should be used to pursue funding and more aggressive steps to try to meet it.
The commission recorded the vote after adopting an amended motion that clarified the commission’s intent: use the report as a path forward while continuing to endorse the city’s 2030 decarbonization goal. The motion passed by unanimous roll call.
No ordinances, appropriations or immediate contractual commitments were approved at the meeting; staff said the primary next steps are grant applications and project-level design work.
