The Sussex County Board of County Commissioners on June 11, 2025, unanimously approved an amended agenda and voted to go into executive session to discuss litigation and personnel matters.
The board approved an amendment removing a scheduled presentation by Skooma and then adopted a resolution authorizing a closed executive session under N.J.S.A. 10:4-12(b) and N.J.S.A. 10:4-13. Deputy Director Space moved to approve the agenda as amended; Commissioner DeRue seconded the motion and the commissioners responded “aye.”
Christina, a county staff member, read the executive-session resolution on behalf of the board. The resolution cited the Open Public Meetings Act (P.L. 1975, c. 231) and said adequate notice had been given, and identified the general subjects to be discussed in closed session as “matters relating to litigation, negotiations and the attorney-client privilege,” the county jail, Newton Green, a "Prez update," and personnel/employment matters. The resolution also said deliberations might be disclosed at a future date if the board determines confidentiality is no longer required by law and that the board may take formal action after returning to public session.
The meeting opened with a moment of silence and a salute to the flag; the moment of silence was observed for Diana Kumkin, identified in the meeting as a former Stanhope mayor and councilwoman who died about two weeks earlier. The board noted that adequate public notice of the meeting had been provided on Jan. 7, 2025, to the New Jersey Herald, the Star-Ledger and Strauss News, posted at the administrative center and filed with the Sussex County Clerk, in keeping with the Open Public Meetings Act.
After the votes to amend the agenda and to enter executive session, the board recessed into a closed session. The public record in the meeting materials indicates the board may reconvene in public and take formal action after completing the executive session.
