The board also approved a change order to incorporate phase 2D construction into the existing contract for phase 2C rather than rebidding the work. Staff said the contractor for 2C is already on site, the unit prices were locked in two years ago, and adding 2D under change order would likely be less expensive than a new competitive bid. A roughly $2.8 million change‑order figure for phase 2D was discussed during the meeting; staff and legal said the work authorizations and change orders comport with grant conditions and county purchasing policies.
Commissioners asked about fairness to other bidders and whether change orders might unreasonably expand a single contractor’s work beyond the original low bid. Staff and legal responded that the funding agency (NWFWMD) approved the approach, the pricing is unit‑based and was established in the original contract, and purchasing and legal found the procurement acceptable. One staff member noted certain future phases would still be competitively bid, including Blue Springs where lift stations are involved.
