West Allis business owner tells council she faces repeated harassment from neighbor

Melissa Shruby, a West Allis business owner who said she owns GM's Dog House and Vainglory's Land Lounge, told the council during the meeting's public participation period that a neighbor has repeatedly harassed her, staff and patrons since she opened a new location.
Shruby said she and her husband bought the property at 70 Fifth and Beloit about three years ago, and that their new location has been open for a little more than six months. She told the council the neighborhood initially raised concerns based on the prior operator's reputation, and that she worked with city staff and planning to address those concerns.
"We simply wanna run our business, contribute to our community, and feel safe in our own home and neighborhood," Shruby said, describing repeated complaints to code enforcement and police and behavior she characterized as focused, personal and escalating. She told the council she has obtained an order of protection and that the pattern of complaints and alleged harassment has affected staff morale and patron comfort.
Shruby asked the council for continued support in addressing what she described as "ongoing and unacceptable behavior from nuisance callers that are just completely unvalidated." She said officers were called to her business multiple times in the past, and that those responses have harmed her business reputation even when complaints were found to be unfounded.
The council listened during the allotted public participation period but took no formal action during the meeting. Shruby's remarks were recorded in the public record; any follow‑up from city staff or enforcement agencies would be separate from the council's meeting proceedings.
