Committee delegates authority for summer playground and campus bids; Ed Fund donation accepted

The Concord School Committee on June 10 authorized district administration to award summer construction contracts for two campus projects — a playground installation and exterior field/campus improvements — to the lowest responsible and responsive bidders in accordance with Massachusetts procurement rules.
Committee members moved to delegate award authority to the superintendent and the assistant superintendent for finance and operations so bids could be processed during the summer when the committee is not scheduled to meet. The administration said bid cycles and state procurement posting requirements make a summer delegation necessary if the district wants work to start as soon as possible.
Bob Conry, the district’s finance operations lead, told the committee the two bid packages include (1) installation of playground equipment (equipment selection was made by the playground committee; installation will be competitively bid) and (2) a CPC‑approved scope of field work and landscape/retention improvements behind the west side of the campus, including court and drainage repairs. The playground equipment itself may be procured off a state contract, but installation must be competitively bid.
The committee voted to accept a donation of $70,878 from the Concord Education Fund to the district. The donation was approved by voice vote as a district contribution; the administration will publish more detail about the use of donated funds in budget materials.
Committee members asked that administration return to the committee if bids came in materially above the available funds. Members also appointed a Concord warrant signatory for the year: member Andrew Herczyk agreed to serve as the single signatory for Concord Public School warrants to expedite vendor payments during the year.
The committee noted that the amenities building item passed at town meeting and that Concord voters will also see related ballot articles this summer; committee members encouraged residents to follow absentee‑ballot and in‑person voting timelines for the special summer ballot.
