Committee approves adding 26 parking spaces at Kane County Judicial Center to relieve sheriff impound overflow

The Kane County Administration Committee voted to add an alternate to the county’s Judicial Center pavement contract to create about 26 additional parking spaces aimed at relieving overflow from the sheriff’s impound operations.
Kevin Harris, county chief of buildings, described the work as an efficient add-on to an existing pavement contract because the contractor is already mobilized. “It’ll create about 26 new spaces,” Harris said. He told the committee the add-on avoids the extra cost of demobilizing and remobilizing crews and noted the added spaces will provide immediate relief during training events when the sheriff’s impound vehicles fill the existing lot.
Sheriff’s Office leadership explained why the county needs a dedicated impound area with restricted access. “Technically, we do have an impound lot, but it was not designed as such,” Chief Katic said. He told the committee the current arrangement forces impounded vehicles into employee and visitor lots and occasionally onto curbs, creating safety and logistics problems. Katic and other sheriff’s staff said a permanently fenced, lit and key-access lot would better protect evidence chain of custody and reduce operational conflicts.
The project described to the committee is part of a larger mill-and-resurface contract for parking areas around the Judicial Center campus that included multiple bid alternates. Geneva Construction Company submitted the lowest bid for the base project and the alternates; staff asked the committee to add “Alternate 4” to the existing contract rather than rebid a standalone project.
Committee members asked for the underlying bid documents to be provided to finance and the committee. Purchasing staff acknowledged the bid package and alternates were part of the original solicitation; committee members requested copies of the alternate bid documents be provided with the contract paperwork.
The motion to authorize the county to add Alternate 4 to the Judicial Center pavement improvement contract (Geneva Construction Company, bid no. 25-014-TK) was moved by committee member Juvy Young; the committee then recorded the motion as approved by roll call.
Ending: Staff said a larger, permanent impound lot remains a county priority and may be returned to the committee as a separate capital project; the added parking is intended to reduce immediate operational strain while staff finalize plans for a secure impound facility.
