College Place council backs Walla Walla County Rural Library District sponsorship for AWC benefits trust

The City of College Place City Council voted to sponsor the Walla Walla County Rural Library District’s application to join the Association of Washington Cities (AWC) Employee Benefit Trust on June 10, 2025.
The resolution, numbered 25-038, passed after a motion by Council Member Williams and a second from Councilmember Cleveland; the mayor called for the ayes and the motion carried. The sponsorship is a jurisdictional endorsement required by AWC so the library district can join the pooled employee health program.
Why it matters: council members were told the sponsorship is administrative—intended to vouch for the library district’s membership in the pooled health program—and does not create liability or an ongoing financial obligation for College Place. That endorsement allows the library district to access AWC’s employee benefit programs more quickly than it could on its own.
City staff described the request at the meeting. “There is no liability on us. It's literally just a resolution saying, hey. We're cool with them, joining the employee benefit trust,” the presenter said. Council members asked no substantive questions before the motion.
The council’s action was procedural: it provides the local jurisdictional sponsor AWC requires for membership and does not change city budgets or benefits. Executive Director Anna Romero of the library district attended the meeting after the vote to accept the council’s support.
The resolution passed by voice vote with council concurrence. Staff will convey the council’s endorsement to AWC and to the Walla Walla County Rural Library District so the district may complete its application process.
