Union Board approves Head Start expansion and early‑childhood provider agreements with CAP Tulsa

The Union Public Schools Board approved two early‑childhood agreements with Community Action Project of Tulsa County (CAP Tulsa) to expand Head Start slots and continue other publicly funded preschool slots at the Rosa Parks Early Childhood Education program.
Miss Finnington, a district staff member, told the board the Head Start memorandum of understanding would add 50 slots next year and would give the district “a total of a 152 Head Start slots. 16 of those will be 2‑year‑old rooms … 134, I believe, will be 3‑year‑old rooms.”
Immediately afterward, the board approved an Oklahoma Early Childhood Program (OECP) provider agreement with CAP Tulsa for four OECP classrooms that serve 88 three‑year‑old students. Miss Fannington, a district staff member, said the OECP slots are “funded through a different source” than the Head Start slots and allow the district to run an employee lottery that can include up to 10% over‑income families in those rooms.
Both items were approved on voice votes with the board president and members voting yes. The agenda authorized the board president, superintendent or designee to execute the agreements.
District staff said the additions reflect slot allocations and available space at the Rosa Parks site and would expand early‑childhood access in the district next school year.
