A motion to approve the application for payment, moved and seconded at the meeting, covered $77,365.12 in work and materials. Architect Louis Sapp told councilors the amount reflected work performed and materials stored on site; the city engineer and staff confirmed portions of the certified work are subsurface utilities and site materials.
Several council members, led by Alderman Vernon Martin, said they saw little visible progress at the park and urged further oversight. Martin and others urged the contractor to appear before council to explain the pace of work; members also raised the possibility of recalling the contract if progress did not match expectations. Councilors and the city said they are contractually bound to make payments when the architect certifies work, but they asked for more frequent updates and transparency on timelines.
Roll-call voting followed discussion. The final roll call on the payment showed Chuck Ashby, Jeff Dore, Katie Chasson, Brad Core and Dickey Lachele voting yes; Vernon Martin and Byron Wilridge voting no. The council instructed staff to request the contractor attend a future meeting to account for progress and to provide updated schedules and documentation.
