County issues IFB for social services building; boards review regional waste, water planning and digital-inclusion funding

Staff also reported on regional matters: the Region 2000 Services Authority voted to implement most options in an employee retention/compensation study; authority staff will present fiscal impacts and a proposed FY26 member tipping fee at a June 25 meeting. Staff said an initial member tipping fee of $33.86 per ton had been presented, with a public hearing advertised on a $34.44 per‑ton member rate and a $45.44 per‑ton market disposal rate; the board will consider the authority’s revised proposed budget on June 25.
On regional water planning, staff said the Central Virginia Planning District Commission membership authorized that commission to lead regional water-supply planning for the James River planning unit; the commission will pursue DEQ and VDEM grants and the county will be asked to pass resolutions to participate in the work.
Staff summarized regional broadband and digital‑inclusion work: Nelson County participated in a regional DHCD planning grant managed by Albemarle County to develop a digital-inclusion plan; the federal Digital Equity Act grants were canceled and NTIA issued new BEAD guidance, leaving a portion of Virginia’s allocation potentially available for digital-inclusion work. Staff reported the National Digital Inclusion Alliance is soliciting local governments to sign a letter urging reinstatement of the Digital Equity Act; the board gave staff consensus to sign the letter on the county’s behalf.
