Town administrator raises Riverside Cemetery improvement plans; board hears funding options

Town Administrator Ryan told the Board that Alton has completed engineering plans for improvements at Riverside Cemetery but has not yet raised construction funds. He said planning and design work have been paid for and that the town could phase construction with targeted funding measures.
Ryan said: "We do have the engineered plans. We are at a position where some work can be done, but at this point we hadn't raised any funds to actually do the work." He added the town could propose warrant articles or use portions of the fund balance to start phased improvements.
Selectmen discussed the persistent delays caused by COVID and the engineering and bidding process and indicated support for exploring funding options. Ryan said he will consult with Public Works Director Seth on what components could be prioritized and will return to the board with proposals for possible warrant articles or fund-balance allocations.
No formal vote occurred; the item was presented as a preliminary update so the board could consider potential funding requests at a future meeting.
