Jefferson County supervisors unanimously approved a resolution asking the Wisconsin state government to guarantee a $1 per capita payment to support county emergency management departments and to encourage appropriate funding for the Wisconsin Disaster Fund.
The resolution, prepared for submission to the Wisconsin Counties Association’s legislative agenda, cites declining federal and state emergency management funding while weather-related emergencies have increased in frequency and cost.
"Federal and state funding for these activities has dwindled even as weather related emergencies are becoming more frequent and more costly," the resolution states. It calls on the state to guarantee a $1 per capita payment to secure adequate staffing levels and asks state leaders to work with counties to ensure stable, sustainable funding to respond to disasters.
Executive Committee Chair Supervisor Paulson introduced the resolution (Resolution 202524) and moved for its approval. The board voted in the affirmative without recorded opposition.
A fiscal note included in the packet said emergency management funding from two primary sources has declined from $114,499 in 2019 to $75,164 budgeted for 2026; a $1 per capita payment would equal approximately $87,000 in additional revenue for Jefferson County’s emergency management program, assuming no loss of current funding.
The resolution was recommended by the executive committee on May 28 and forwarded to the county board for final approval.
