Independent Citizens Oversight Committee reports bond audits, finds proceeds used for school facilities

Frank Carrillo, ICOC designee, delivered the Independent Citizens Oversight Committee’s report to the Pomona Unified Board on June 11 and summarized the committee’s recent reviews of bond audits and status reports for Measures PS (2008), P (2016) and UU (2024).
Carrillo said the ICOC has reviewed relevant audits and status reports and ‘‘bond proceeds have been used exclusively for the construction, reconstruction, rehabilitation, or replacement of school facilities as required under California law.’’ He noted the committee reviewed Measure P/PS/UU status reports and the committee plans facility site visits to better evaluate near‑term projects and maintenance needs.
Carrillo also noted committee staffing and membership: the ICOC has eight members, one open seat (senior group representative) following a resignation, and officer elections this cycle. He encouraged the board to consider appointing a new senior representative and said the committee will next meet in December 2025.
Board members asked where the ICOC report will be posted; Carrillo said once presented to the board the report will be posted on the district website under the Capital Facilities section. The board thanked the ICOC for its work.
