Representative (Wheat) told the committee that while AIP currently may be used to buy the equipment, “storage facilities for it are explicitly excluded,” and the bill would allow proper, safe storage of de‑icing fluids and equipment at airports.
Members from cold‑weather districts, including Representative (Golden), said the change is “common sense” and important for airports such as Gerald R. Ford International Airport and Muskegon County Airport. The amendment in the nature of a substitute was adopted by voice vote; the committee then favorably reported HR 3423 as amended.
