Council approves amended schedule for long‑term control plan projects to reduce combined sewer overflows

Public Works Director Kurt Vonica briefed the Montpelier City Council on June 11 about changes to the city's long‑term control plan (LTCP) intended to reduce combined sewer overflows (CSOs). The council approved an amended project schedule to reflect expanded project scope and delays caused by COVID and two major flood events.
Vonica explained that two aging siphon lines under the rivers date to the 1962 treatment plant construction and that slip‑lining those siphons will extend their useful life and increase hydraulic capacity. He said the East State Street project expanded during final design to include significant stormwater treatment and that the State Street sewer and drainage project likewise grew as separation opportunities were identified in the field.
Vonica proposed completing two siphon slip‑lining projects together by the end of the next construction season and adding a hydraulic analysis of the collection system in December 2027 after the major separation projects have been completed and the system hydraulics have changed. The council moved to accept the revised LTCP schedule and voted to approve the change.
Council action updates the schedule required under the city's permit (sometimes referenced as the "12 72 order" in staff discussion) so the state regulator can incorporate the new milestones. Staff will continue design work and coordinate procurement for the slip‑lining and separation projects.
The council's vote was a procedural approval of proposed amended milestones; specific construction contracts and funding approvals will return to the council in future meetings.
