Council hears public hearing on downtown municipal service district grant for K & D Properties

City planning staff presented a public hearing about a downtown municipal service district (MSD) economic incentive application from K & D Properties for a renovation project in center-city Concord.

Cassie, a city planning staff member, told the council the site is approximately 7,000 square feet in a Center City zoning district and includes two storefronts — the left side (formerly Cabo) proposed for the relocating local bottle shop and the right side (formerly Alfredo’s) proposed for a “Concord Trading Post,” a grab-and-go food and mercantile use. Cassie said the left side would create two new jobs and the right side approximately 10 new jobs; upstairs office space would be leased. She said proposed improvements include a new roof, floors, interior wall repair and sealing, plumbing and electrical upgrades, exterior painting and activation of outdoor dining space.

Cassie presented an estimated total investment of about $117,300 and said the grant analysis reflected three years of taxes (calendar/term noted as 200–2041 in the materials) and a personal grant amount referenced in staff materials. She also said the sewer allocation for the project was 2,650; staff noted they reduced that sewer amount from the city’s available allocation when council previously agreed to move forward with incentives. The item was presented as a public hearing pursuant to North Carolina General Statute 158-7.1; the transcript does not record a final council vote.

Cassie said staff would be available to answer further questions and noted the applicant would relocate the bottle shop to the left storefront from a nearby location across from the Hotel Concord. No applicant representative was present at the meeting.
