The clerk has approximately $4,000 in an election grant and the $6,000 would be encumbered on order so the clerk can pay the vendor once the equipment ships. Meeting materials and staff said the amount is under the town’s $10,000 threshold for capital treatment.
The $4,000 transfer to the treasurer was to pay Hilltop Financial for debt tracking and investment services; the treasurer said budget pressure in fiscal 2025 left her short about $3,000 and the transfer avoids late payment. Staff reported the highway personnel account had about $183,132.91 after the transfers were discussed and that both transfers could be accommodated.
Both motions were made, seconded and carried in roll‑call votes with advisory concurrence. The board approved the transfers and the advisory committee signed the concurrence forms during the meeting.
No additional conditions were attached beyond standard encumbrance and payment procedures.
