The Troy Planning Commission on June 11 recommended that city council approve the final plat and the dedication of 3.822 acres of public right of way for Liberty Meadows Subdivision, Section 1, and asked that an escrow agreement or financial guarantee be provided and approved before council action.
Staff reported Section 1 comprises 23 acres with 31 buildable lots, four drainage lots and one landscape buffer lot, and that the preliminary plan was approved by the commission on Jan. 24, 2024. Staff noted applicants have a two‑year window to submit the final record plat following preliminary approval and that the submission is within that time frame. The recommendation to council is conditioned on the escrow agreement being received and approved prior to council consideration.
Why this matters: the final plat and right‑of‑way dedication approve the subdivision layout and public easements needed to construct streets and utilities. The escrow/financial guarantee is a standard requirement in subdivision review intended to secure completion of public improvements.
Details and next steps: staff asked the commission to provide a positive recommendation to council; the commission moved and voted to recommend approval with the stated condition. The record plat will return to council for final acceptance once the escrow agreement has been executed and approved.
