City accepts Carson Street Beautification Phase 2, authorizes notice of completion

The Hawaiian Gardens City Council voted unanimously June 11 to accept the Carson Street Beautification Phase 2 construction improvements and authorize the city clerk to file a notice of completion.
City staff told the council the Phase 2 project (Project 108) covered Carson Street between Norwalk Boulevard and Bloomfield Avenue and included new ADA curb ramps, sidewalks and drive approaches, drought-tolerant landscaping, upgraded irrigation, pedestrian lighting, traffic signal loop detectors, pavement milling and overlay, new bus shelters and signage. The construction contract was originally awarded to Hardy and Harper Inc. for $4,480,000, and Moon Valley Nurseries received a separate contract for $190,525.60 to remove and replace 26 palm trees, staff said.
A staff presentation stated the overall project budget was $5,970,011 with a construction contingency of $718,000; the project finished about $219,219.48 under the estimated budget. Staff also said the City of Cypress contributed $30,000 toward intersection improvements and that the two cities executed a memorandum of agreement describing the shared scope.
Public works and project staff described the work as improving pedestrian accessibility, roadway functionality and public safety along the Carson corridor. Nimo Rambari, who spoke during presentation remarks, called the project “a significant milestone” for the city’s arterial improvements. Council Member Roa moved to accept the improvements and authorize filing the notice of completion; the motion passed on a roll-call vote (Roa: yes; Vargas: yes; Mayor Pro Tem del Rio: yes; Mayor De Pala: yes). Council Member Farfan had been excused from the meeting.
The council accepted the project completion formally and recorded the contracts, savings and the intercity memorandum of agreement in the public record. No amendments to the approved scope or additional funding requests were made at the meeting.
Staff played a short construction video and acknowledged the contractor, landscaping vendor and the City of Cypress for their contributions as part of the presentation.
