Board adopts Thrasher master service agreement and approves GIS task order to update database

The Clarksburg Sanitary Board voted to adopt a master service agreement with the Thrasher Group and to approve task order number 1 for a GIS database update, enabling the board to task Thrasher for smaller engineering, I&I, or GIS items as needed.

Board members heard that the master service agreement is a general services agreement that allows staff to issue task orders describing specific work; the initial agreement contains no dollars until task orders are issued. Board discussion clarified the distinction between standalone project contracts (used when funding is sought for a project) and task orders under the master agreement (used for smaller, board-funded efforts).

The GIS database task order approved at the meeting will result in the board's GIS being hosted on Thrasher servers and will facilitate information exchange between the sanitary board and the water board so both systems are populated with consistent location data, staff said.

A motion to adopt the master service agreement dated June 2025 from the Thrasher Group and a separate motion to adopt Task Order No. 1 for GIS were moved, seconded, and carried by voice vote.

Board members asked about cost assignments; staff said task orders will carry costs when specific work is requested and that the previously discussed GIS scope and associated costs would be attached to the task order when staff brings a costed proposal back for approval if needed.

No standalone funding was authorized in the master agreement itself; task-order costs and any standalone project contract would be brought to the board for separate approval.
