Champaign County Board approves settlement over Presence tax case, backs $880,235.19 budget amendment

The board adopted Resolution No. 2025-177 approving the settlement agreement and Resolution No. 2025-178 authorizing an intergovernmental agreement relating to payment of claims in Presence v. Champaign County Board of Review, case number referenced in the meeting as 15-L-75. Board member Sexton moved adoption of Resolution No. 2025-177, seconded by Farney; the motion carried. Board member Lawton moved adoption of Resolution No. 2025-178, seconded by Kegel; the motion carried.
To fund the settlement, the board adopted Resolution No. 2025-179, a budget amendment (BUA 2025-5493) increasing appropriations in Fund 1080, General Corporate (Department 75, General County) by $880,235.19. Board member Hannah Friedman moved the budget amendment; the motion passed on a roll-call vote in which the board recorded all members present as voting yes.
Separately, the board approved Resolution No. 2025-180, a budget transfer (BUA 2025-5335) moving $151,337.25 within the County Grant Fund (Fund 2500) to support revisions to the Adult Redeploy grant across Circuit Court, Public Defender, and Court Services/Probation accounts. Board member Carter moved the transfer, seconded by Sexton; the motion passed on roll call.
There was no public comment at the special meeting and the board decided not to go into closed session. During board communications, an unnamed board member publicly thanked Joel Fletcher "for all the work that he's done on the presence case and the related Carl case, the property taxes over the years." The presiding official added that "he's done yeoman work for the county for a long period of time, and we greatly appreciate all the work that he's put into this. Thank you."
After completing the votes, the presiding official recessed the board for about 17 minutes before reconvening as the Committee of the Whole. The special meeting was then adjourned.
