Prince Edward County awards recycling processing contract to Elite Recycling at lower cost

Prince Edward County supervisors authorized the county administrator to negotiate and execute a three-year recycling services contract with Elite Recycling to begin July 1, 2025, the board said Tuesday.
Jeff Jones, who presented the procurement results, said the county issued an RFP because the incumbent had announced a large price increase effective July 1. "Elite put a bid in at $49,200, and that will be with a $40 a ton processing fee and a $175 hauling fee," Jones said. He contrasted that with the incumbent’s proposed rates, including an example the county provided that would have charged $2,000 per ton for certain plastics; Jones said Elite proposed $40 per ton for that material.
County staff told the board Elite was the only bidder who attended a voluntary pre-bid, but that the firm had been in frequent contact and plans investments in sorting technology the county hopes will increase recyclable recovery. Jones recommended authorizing a three-year base contract with up to two additional two-year extensions, to commence July 1, 2025.
Supervisors discussed whether the three-year term should include a locked-in price or escalators. Jones said the quoted prices would be incorporated into the initial contract but that the county would need to negotiate escalator terms. The board approved the motion to award the contract authorization with the instruction that staff seek to lock pricing for the initial three-year term where possible.
The county also said it will process electronics in-house and sell them at market value to help offset hauling costs.
