Policing commission adopts revised annual report language, folds benchmarking item into broader strategy

The Montgomery County Advisory Commission on Policing approved a revised annual report and work plan during its meeting, adopting edits that emphasize community-centered approaches and clarifying several strategies carried over from the previous commission.

Commissioners agreed to change the commission's stated goal language to emphasize both data-driven and community-centered solutions. "To help the county council identify data-driven and community-centered solutions," the revised goal reads after live edits the commission made while viewing the draft on screen.

The commission reviewed each strategy in the plan. Members agreed that several items (strategies 1, 4, 6 and 10) represent ongoing work and do not require separate subcommittees now. The group debated whether to keep a standalone item on benchmarking MCPD against comparable jurisdictions (previous strategy number 7). Commissioners concluded the benchmarking item should be subsumed under strategy 1 (proactive data collection and comparative analysis) rather than remain a separate line item. The chair polled members by raised hands; the motion to subsume strategy 7 into strategy 1 carried by majority vote.

Commissioners also discussed strategy 3, which encourages MCPD to undertake planning that includes goals, objectives and outcomes. The commission revised the language to reflect the commission's role as an evaluator and adviser: the commission will "assess MCPD planning processes on specific goals, objectives and outcomes, and provide feedback as appropriate."

The commission approved the final draft of the annual report/work plan, with the edits discussed during the meeting, and instructed staff to attach two letters previously sent to the county council and the revised work plan to the annual report for publication.

During the discussion members emphasized the commission's advisory role and repeated that the body cannot force departmental changes but can provide assessments and advice to the County Council and to MCPD. Commissioners said any requests for nonpublic data would be pursued through appropriate channels and that the new data subcommittee will be positioned to identify datasets and reporting formats that would better serve community needs.

Votes recorded at the meeting included approval to publish the annual report with the discussed edits and the decision to subsume the benchmarking item into strategy 1. The commission recorded no formal budget or statute changes in the vote; the actions modify the commission's advisory language and work-plan organization only.
